Beyond Parallel Domains: An Asymmetric Ecological Framework for AI-Mediated EFL in Saudi Arabia
Abstract
English language education in Saudi Arabia is undergoing transforming amid broader economic, educational, and technological reforms. English plays an important role in higher education, professional development, internationalization, and participation in the knowledge-based economy, while young Saudis increasingly engage with English through social media, entertainment, gaming, and digital communication. Generative AI is also reshaping how learners access, produce, practice, and evaluate language. However, Saudi EFL research often treats language policy, classroom practice, learner attitudes, and technology as separate domains, potentially obscuring their dynamic interactions. Drawing on language policy and planning, language ecology, human-capital perspectives, and sociocultural approaches, this conceptual article proposes the Saudi EFL Ecological Transformation Framework (SEETF). The framework conceptualizes Saudi EFL as a dynamic ecology shaped by three interacting forces: language policy, economic transformation, and youth language practices, with generative AI functioning as a cross-cutting mediating force that alters the speed, visibility, and form of these interactions. It emphasizes policy enactment, learner agency, informal language practices, and asymmetries in influence and in the pace of change across institutional and societal contexts. The article advances seven conceptual propositions and argues that the future of Saudi EFL depends not on expanding English instruction but on coordinating these forces across differing timescales and degrees of institutional control.
